TRADE NOTICE NO. 33 /C.Ex./RAIGAD/2005 DATED: 24/06/2005

In pursuance of Hon'ble Finance Minister's Budget Speech 2005-06 regarding setting up of Help Centers as a measure of trade facilitation to the honest tax payers, small assessees, importers, exporters, service providers etc. situated in the jurisdiction of Central Excise, Customs and Service Tax Commissionerate, Raigad a Help Centre under the charge of Additional Commissioner of Central Excise , Raigad has been constituted. The following representatives from the trade/trade associations have been nominated as members of the Centre:

The idea, objectives and salient features of the Help Centers are as below:-

  1. To provide an institutional mechanism for guiding and educating the trade.
  2. To encourage the trade for utilizing this facility.
  3. To promote a culture of voluntary compliance and widening the tax base among the tax payers by creating a sense of awareness of rights of the assessees, their tax obligation and consequences of non-compliance of law and procedures..
  4. To provide assistance to small tax payers, service providers, exporters, importers and others.
  5. To respond to all queries relating to Central Excise, Customs and Service Tax.
  6. To reach out to honest tax payers and encourage tax compliance.
  7. To have interaction with trade and industry.
  8. To make the tax payers aware of their obligations and advantages of tax compliance, consequences of non-filing of returns and defaulting of monthly payment of duty etc.

The meeting of the Members of the Help Centre will be ordinarily held on 15th and last day of every month at 15-00 hrs. If 15th or the last day falls on Saturday, Sunday or holiday, the meeting will be held on next working day. Small tax payers/assessees, exporters, importers etc may indicate their problems/queries in writing and forward the same to the Addl. Commissioner, Central Excise, Raigad, by 4th and 19th of the month for the meetings to be held on 15th and last day of the month respectively. With the permission of the Chair, the representatives/trade members attending the meeting may raise their problems/queries in addition to the written problems/queries made by them which would be responded to the extent possible. If, however, any question of law or interpretation is involved, the matter will be examined and responded to in the next meeting in the manner prescribed above. One Superintendent and one Inspector will also be present on all working days at the Help Centre from 15.00 Hrs to 17.00 Hrs. to receive the representations and to address the queries and problems put forth by the representatives of the Trade and Industry.

In addition to the above, seminars/workshops on matters related to the Central Excise, Customs and Service Tax will also be conducted periodically by the Help Centre. In the seminars/workshops the members of the Centre or qualified persons from the department as well as specialists in the field shall be invited to address the representatives of the Trade and Industry. The dates of seminars/workshops and topics dealt with shall be intimated in advance.

It may be noted that the Help Centre is not a forum for grievance redressal of the assessees/tax payers and therefore such grievances/representations may not be made to the Help Centre.

All Trade Associations are requested to bring the contents of this Trade Notice to the notice of their member manufacturers, importers/exporters and service providers in particular and trade in general.
